Country Coordinating Mechanism (CCM) is announcing call for submission of the applications for Principal Recipient nomination for the Global Fund HIV grant renewal (GEO-H-GPIC) and Tuberculosis grant renewal (GEO-T-GPIC)

 

The Country Coordinating Mechanism (CCM) of Georgia is announcing a call for submission of applications for the position of Principal Recipient of HIV/AIDS (GEO-H-GPIC) and Tuberculosis (GEO-T-GPIC) grants issued by the Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM).

The GEO-T-GPIC program implementation period: January 2014 – June 2016

The GEO-F-GPIC program implementation period: January 2014 – December 2015

Number of vacancies: 3

GEO-H-GPIC Grant – 2 positions of Principal Recipient (one organization to serve as a PR for prevention component, one – for treatment component)

GEO-T-GPIC Grant – 1 position of Principal Recipient (PR)

 

Potential candidates for one of the Principal Recipients’ positions should meet the following requirements:

 

  • Should be an independent legal entity with an independent supervisory board and an organizational structure comprising effective leadership and management as well as transparent decision-making and accountability procedures;
  • Should have the legal capacity, status and right to enter into a grant agreement with the GFATM and have the ability to receive and issue grants in accordance with the legislation in place;
  • Should be able to prove that it has experience in management of international grants in the health sector and ideally have adequate expertise in infectious diseases (HIV/AIDS, tuberculosis or malaria);
  • Should have wide expertise in the so-called cross-functional field like legal and financial expertise but also in the field of Monitoring & Evaluation (M&E)1 and Procurement2. Experience in implementation of GFATM

1M&E: the candidate should have monitoring and evaluation systems that collect and record programmatic data with appropriate quality control measures; support the preparation of regular reliable programmatic reports; and make data available for the purpose of evaluations and other studies;

 

 

  • projects would be considered an asset; Should have staff (or be committed to hire such staff) with relevant education, background and experience in implementation of international projects and should name the members of the team which will work as a PR for GFATM projects in the mentioned period;
  • Should have supply chain management system in place;
  • Should have Financial Management and other systems in place that accurately and promptly record all transactions, disbursements and balances, including those supported by GFATM; disburse funds to sub-recipients, procurement agents and suppliers in a timely, transparent and accountable manner; should maintain an adequate internal control system and enable the prompt preparation of regular and reliable financial statements and reports; should safeguard the PR’s financial and physical assets; should be subject to and comply with acceptable auditing arrangements;
  • Should have sub-recipient management capacity, including effective systems for undertaking sub-recipients capacity assessments, identify capacity gaps, and provide technical support where needed to ensure that any proposed sub-recipients have the required capacities to implement the program activities; should have adequate management arrangements that ensure  PR oversight of grant implementation at the sub-recipient level facilitating effective and timely program implementation and resource management by sub-recipients.
  • Should have adequate material and technical resources,  infrastructure and management information system (MIS) in place for implementation of e-transactions, registration  and error-free reporting in a timely and accountable manner; this also includes the monitoring of performance of sub-recipients and outsourced entities (such as procurement agents);

-      2Procurement: the candidate should have an effective procurement system and sound experience in conduction of local and international procurement. (including procurement of health products and  pharmaceuticals); besides, the candidate should procure, store and distribute health products in accordance with GFATM’s procurement and supply management policies;
