Georgia CCM is looking for a qualified candidate to conduct one day Gender Responsive Workshop for the members of the CCM and the Secretariat.

Background:

HIV/AIDs and Tuberculosis (TB) remain a major public health challenge for Georgia. Despite some decline in TB prevalence, incidence and mortality rates Georgia stands among 27 countries worldwide with highest burden of MDR TB.  Georgia has a concentrated HIV epidemic with a high risk and potential of expanding and widespread disease.

In this pursuit, Country Coordinating Mechanism (CCM) in Georgia was formed in 2003 in order to coordinate and provide monitoring of implementation of the programs of the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM). Goal of the CCM as of the one national coordinating authority  is to ensure coordination of the response against HIV/AIDS, Tuberculosis and Malaria on the national level implemented by governmental, non-governmental and international organizations through financial support of the Global Fund as well as by other donor organizations. The membership of the CCM is multi-sectoral and includes representatives of governmental, international, non-governmental and private organizations as well as other civil society representatives. With the Global Fund’s resources and active involvement of CCM significant achievements were ensured in the field of fighting the three devastating diseases and strengthening the health system in the country.

The CCM recognizes the need for a greater integration of gender equality in Global Fund programming, implementation and monitoring. Therefore, training of CCM members on gender specific issues relevant to TB and HIV national programs is highly warranted.

Purpose of the Assignment

Purpose of this assignment is to promote gender sensitive response to TB and HIV in Georgia, raise awareness of CCM members and its secretariat.

This purpose will be achieved through organizing the one-day gender responsive workshop. Objectives of the workshop are as follow:

  • Improve awareness of CCM members and CCM Secretariat of common principles of National and International Gender Policy and practice by providing best practices and lessons learned;
  • Explain Gender roles and relations with regards to HIV, TB programming;
  • Equip participants with introductory knowledge and tools that will enable them to recognize potential gender issues and to begin to determine how they should be addressed throughout their work. In turn, this should improve gender-responsive, result-oriented policies, programs and operations;
  • Enable participants to apply inter-sectoral approach to gender equality and links between gender, governance, HIV/AIDS and TB.

Specific tasks and responsibilities:

The consultant should accomplish the following tasks:

  • Conduct needs assessment of CCM members and secretariat on gender issues within TB and HIV programs
  • Design of one-day gender responsive workshop for CCM members and its secretariat
  • Develop training package/materials considering existing train modules/materials (e.g. GFATM, UN)
  • Prepare training report in English language

Estimated workload:

  1. Preparation, materials development and report writing 3 days
  2. Conducting the workshop 1 day.

Deliverables

  • Training module
  • Training report including recommendations on further capacity building in gender issues

Start Date (TBD)

The assignment to be started in the period from February 15, 2016 till February 25, 2016.

The workshop to be conducted no later than February 25

Minimum Qualifications

  • Master’s Degree in Gender Studies with at least 5 years of experience in gender issues and training;
  • The candidate should have sound experience in gender training, should be able to lead dynamic gender training sessions;
  • General understanding of HIV and TB related issues.
  • Proficiency in English Language
